Abstract The historical change of human rights has determined the rise of different generations of rights. Human rights are historical categories that depend on particular context. They had origins in the Modern Age developing according to a dialectical process originally around the protection of liberty, and afterwards also of equality and solidarity. Today the massive use of Information and Communications technology urges to provide new forms of protection of human rights in a way that we can speak of Habeas Data. At the same time, not less serious are the threats to health and environment as well as the unceasing danger to the realization of the cosmopolitan ideal of a perpetual peace.
