ABSTRACT- This essay offers a European perspective on the relationship between populism and constitutionalism. In order to do so it will consider the referendum as a case study. This work is divided into two parts. In the first part I shall explore the debate on how to proceduralise secession. In the second part I shall highlight some reasons for prudence in the use of referendums in contexts of representative democracy. In order to make my argument I will rely on the well-known Reference of the Canadian Supreme Court on the secession of Québec. Indeed, that Reference has an incredible potential which offers important counter-arguments to the rise of populisms.
