ABSTRACT – In recent decades, the traditional distinction between external and internal security has become increasingly blurred. In many European countries, the involvement of the Armed forces in an internal function has taken on the character of permanence. This paper analyzes the French and Italian cases as part of a more general trend towards the excessive use of military force, even in the presence of appropriate civilian institutions. Against this background, an alternative paradigm for responding to emerging threats is proposed. The paper proposes an alternative way of dealing with emerging threats, not from the perspective of countering/containing the threat by using force, but from the perspective of imagining and building a society that has within it the antibodies that make the very occurrence of threats unlikely. This perspective is based on a re-conceptualization of peace as Peace-shalom.
